Solution: Need to use a client equal to or older than server.&lt;br /&gt;

Most common answer is a firewall issue.  My firewall was turned off though.&lt;br /&gt;
&lt;br /&gt;
Turned out I needed to run the command in an Elevated Administrator window.&lt;/div&gt;</summary>
