Hack solution #1:

• Edit /etc/systemd/system/network-online.target.wants/systemd-networkd-wait-online.service
• add "--timeout=5" to ExecStart:
  • ExecStart=/lib/systemd/systemd-networkd-wait-online --timeout=5
• Reboot, and it should skip network check

Hack solution #2:

sudo systemctl disable systemd-networkd-wait-online.service
sudo systemctl mask systemd-networkd-wait-online.service
