1. Two-Deep Leadership
- One adult must be a registered leader
- One over 21
2. No One-on-One Contact
- Even with merit badge counselors
3. Respect of Privacy
- Applies to youth and adults
- Intrude only to maintain health and safety
4. Cameras, imaging and digital devices
- Not to be used when privacy would be expected (eg. showers and restrooms)
- Report youth behavior to designated leader of the activity and Local Scout Executive
- Confiscate device and report the incident
- Require and adult violator to leave the location immediately
5. Separate Accommodations
- No youth permitted to sleep in the tent of an adult other than his own parent or guardian
- Youth and Adults must shower at different times
6. Appropriate Attire
- Proper clothing for all activities
7. No secret organizations
- Scouting program is transparent
- Watch for bulling, hazing, peer or peer abuse
8. Constructive Discipline
- Corporal punishment, hazing, intimidation all prohibited
9. Grooming
- Abuser conditions the child with nonsexual physical contact and gifts
- Enforce two-deep leadership and no one-one-one contact
10. Hazing prohibited
- All forms of hazing and initiations not permitted
11. Youth leader training and supervision
- Adult leaders monitor and guide
- Youth leaders only administer discipline with adult leader guidance
12. Member responsibilities
- Observe Scout Oath and Scout Law
- No violence, hazing, bullying, verbal insults, theft, drugs and alcohol
13. Signs of Bullying
- If you observe:
- absences
- nervousness around certain Scouts
- baseless anger or resentment
- physical signs such as cuts and bruises
- avoiding group restrooms
14. Bullying Solutions
- Talk to the suspected target
- Increase adult supervision
15. Resolve bullying
- Stop the actions, protect the target
- Tell the bully actions are unacceptable
- Talk to the target
- Encourage target to tell his parents
- Talk to the parents of the bully
- Convene a patrol leaders' council
- Call a committee meeting
- For serious incidents, call your local Scout executive
- Model kind behavior yourself
16. Cyber Bullying
- Using digital devices to bully
- Tactics:
- Spreading Gossip
- Sending hateful messages
- Pretending to be someone else
17. Stop cyber bullying
- Ask Scout to report the incidents
- Encourage them to block or delete messages without reading
18. Unit responsibilities
- Head of chartered organization or COR approve registration of unit leader
- Adult leaders monitor Scout behavior
- Intercede when necessary
- Parents informed of misbehavior
- Serious incidents reported immediately to local Scout executive
19. Reporting Abuse Requirements
- Inform person in charge of the activity and your local Scout executive
- Inform appropriate agencies as required by state law
